The Canadian Pacific Railway and Grand Trunk Pacific faced frequent strikes before the first world war. During the war, the government outlawed strikes, but as long as wages kept rising, strike activity remained low. However, when the end of the war brought unemployment and inflation, railway workers were affected by the general labour discontent but did not join the Winnipeg General Strike in 1919.
