One of Canada’s main maritime transport thrusts in the modern period has been increasing economic efficiency and effectiveness in order to improve competitiveness of this country’s grain and other exports. Pressure to increase economic efficiency increased as capacity utilization decreased. This thrust has led to major debates, to changes in the provision of infrastructure, to adoption of new technology and to policy changes.
